In a detailed press statement released today, Keyamo outlined five key reasons for the decision to grant clemency to Emmanson, who was involved in an incident aboard an Ibom Airline flight on August 10, 2025. He stated that consultations with aviation stakeholders over the past 48 hours resulted in the resolution of both incidents involving unruly passenger behaviour and staff misconduct.

The Five Reasons

1. Valuable Lessons Learned by All Parties
Keyamo noted that despite the regrettable nature of the incidents, “valuable lessons have been learnt by all sides” and that airport security protocols have been well highlighted for the travelling public.

2. Increased Public Awareness
The minister noted that the episodes “have undoubtedly helped to raise public awareness about appropriate conduct within the aviation space,” serving an educational purpose for future travellers.

3. Mutual Culpability Acknowledged
According to Keyamo, “clear wrongs were committed by both the offending passengers and staff of the airlines involved,” indicating that blame was not one-sided in these incidents.

4. Genuine Remorse Demonstrated
The minister specifically mentioned that when Emmanson gave her statement to police in the presence of her lawyer, “she exhibited great remorse for her conduct.”

5. Appeals from Well-Meaning Individuals
Keyamo cited “appeals made by well-meaning individuals” as one of the factors that influenced the final decision to grant clemency.

The clemency extends beyond just withdrawing the criminal complaint. Keyamo announced that he has conferred with the Airline Operators of Nigeria (AON) to lift the lifetime flying ban imposed on Emmanson. The minister also confirmed that following the withdrawal of the complaint, prison authorities will facilitate her release from Kirikiri Prisons within the week.

Wasiu Ayinde Marshall (KWAM 1)

The musician Wasiu Ayinde Marshall, known as KWAM 1, who was involved in a separate incident with ValueJet, also received clemency. His flight ban has been reduced to one month, and criminal complaints against him have been withdrawn. Additionally, the Federal Airports Authority of Nigeria (FAAN) plans to engage him as an ambassador for proper airport security protocols.

Beyond individual clemencies, Keyamo announced comprehensive reforms, including mandatory retraining for aviation security personnel and professional re-appraisal for affected flight crew. A retreat scheduled for next week will focus on de-escalation techniques and proper handling of disruptive passengers.

The minister emphasised that these decisions were made “purely on compassionate grounds” while sending “a clear message that we take safety and security in the aviation sector very seriously.” He warned that the government has “decided to draw a line after these clemencies,” suggesting that future incidents will be handled with less leniency.
