The ECOWAS Bank for Investment and Development (EBID) has appointed Dr. Cassiel Ato Forson as its new Chairman of the Board of Governors. The announcement came during the bank’s 23rd Ordinary Session held on April 14 in Banjul, The Gambia.
Dr. Forson, who currently serves as Ghana’s Minister of Finance, succeeds Seedy Keita, the Gambian Minister of Finance and Economic Affairs, in this prominent regional role.

The president and chairman of the Board of Directors of EBID, Dr. George Donkor, expressed strong confidence in Forson’s leadership capabilities, highlighting his extensive background in macroeconomics, fiscal and tax policy administration, finance, and business management. According to Donkor, Forson brings over two decades of valuable experience from both the public and private sectors as a chartered accountant and tax practitioner.
“Dr. Forson’s expertise positions him well to guide the bank toward achieving its strategic growth objectives while enhancing efficiency and regional impact,” Donkor stated during the announcement.
At the session, Thomas Ampem, Ghana’s Deputy Finance Minister, represented Dr. Forson and conveyed the new chairman’s commitment to advancing the bank’s objectives. Ampem stated that Forson would prioritise resource mobilisation and capital recovery efforts while building upon the institution’s existing achievements.
The deputy minister also pledged support for bringing non-regional members into the bank and establishing EBID as West Africa’s leading development finance institution.
EBID serves as the development finance institution for the 15-member Economic Community of West African States. Headquartered in Lomé, Togo, the bank finances various developmental initiatives across the region, including infrastructure projects, rural development, environmental programmes, industrial ventures, and social services through both private and public sector channels.
