A team of 12 investigative journalists and researchers have commenced a comprehensive week-long evaluation of governance in Kaduna State. The assessment, spearheaded by the Nigerian Guild of Investigative Journalists’ 2025 Governance Assessment Report (GAR) Tour, will scrutinise Governor Uba Sani’s administration across multiple sectors, including education, healthcare, infrastructure development, and security operations.

According to guild leadership, the intensive field exercise represents an independent effort to measure policy effectiveness, examine infrastructural progress, and evaluate social programme delivery throughout the state’s 23 local government areas.
The evaluation team will conduct structured interviews with diverse stakeholders ranging from security personnel and elected officials to traditional authorities, labour representatives, and grassroots community members. Civil society organisations and representatives from political parties will also contribute to the assessment process.

Speaking from Abuja, NGIJ President Malam Abdulrahman Aliagan reiterated the organisation’s commitment to evidence-based evaluation rather than political targeting.
“We are not here to witch-hunt or politicise governance,” Aliagan clarified. “Our goal is to provide an independent, fact-based, and grassroots-oriented evaluation that amplifies the voices of Kaduna residents while highlighting government achievements and challenges.

The investigation will encompass areas such as agriculture, human capital development, women and youth empowerment initiatives, and job creation programmes, with daily progress reports being disseminated through national media channels.
This Kaduna evaluation continues NGIJ’s established pattern of government performance reviews, following similar comprehensive assessments in Kogi, Kwara, Bayelsa, Ondo, and Osun states. The guild has reported successful collaboration with state governments and local stakeholders in previous evaluations, which has helped maintain assessment credibility and objectivity.
The assessment methodology involves administering detailed questionnaires alongside face-to-face interviews to capture firsthand perspectives on governance delivery across various demographic groups.
Upon completion of the fieldwork, NGIJ plans to convene a press conference presenting a detailed Governance Assessment Handbook. This publication will compile findings, measure policy impacts, and offer recommendations for policymakers and development partners.
Guild officials have called for full stakeholder cooperation during the assessment period to ensure transparency and thoroughness in the evaluation process. The resulting handbook is intended to serve as a reference tool for government officials, international development organisations, and the general public.
