The United Nations Development Programme (UNDP) and Nigeria’s Rural Electrification Agency (REA) have formalised their strategic collaboration during a signing ceremony in Abuja, establishing what officials describe as a “game-changing” framework to accelerate the nation’s clean energy transition while addressing critical challenges in education, employment, and innovation.

The agreement comes at a crucial time for Nigeria, as the country grapples with persistent power supply challenges affecting millions of citizens in unserved and underserved communities. The partnership specifically targets the integration of clean energy solutions with human capital development, promising to transform how Nigeria approaches both electrification and skills training.
UNDP Resident Representative in Nigeria, Ms. Elsie G. Attafuah, noted the transformative potential of the collaboration, stating, “This collaboration with the Rural Electrification Agency is a bold step toward a more sustainable and prosperous Nigeria. Our partnership will not only provide access to clean energy but also serve as a powerful engine for innovation, youth empowerment, and job creation. We are moving beyond simply powering communities to igniting their full potential.”
The partnership directly supports ongoing federal government initiatives to scale up renewable energy across Nigeria, leveraging both organisations’ expertise to create sustainable solutions.
The MD/CEO of REA, Mr. Abba Abubakar Aliyu, described the collaboration as deliberately designed for Nigeria’s clean energy future, noting that “the REA-UNDP partnership pillars are specifically targeted at advancing ongoing efforts in the clean energy space in Nigeria, catalyzing opportunities across critical ecosystems and unlocking the full potentials in innovation, R&D, local expertise and sustainable investment.”
Five-Pillar Framework for National Transformation
The agreement establishes five comprehensive areas of collaboration designed to create lasting impact across Nigeria’s energy and development landscape:
Energising Education and Innovation: The partnership will integrate UNDP’s University Innovation Pods (UNIPODS) and Maker Spaces into REA’s existing Energising Education Programme (EEP). This initiative aims to transform federal universities and teaching hospitals into dynamic innovation hubs, providing students with practical resources to develop solutions for local and national challenges while building critical technical skills.
Scaling the NEXTGEN Initiative: UNDP will support the expansion of REA’s NEXTGEN programme, a strategic initiative designed to train a new generation of clean energy professionals. This collaboration will create a national talent pipeline to address youth unemployment while equipping young Nigerians with specialised skills needed for the growing clean energy sector.
State-Level Policy and Technical Support: The partnership will provide crucial assistance for implementing Nigeria’s new Electricity Act through state-to-state engagements. UNDP and REA will offer technical assistance and policy guidance to help subnational governments navigate the new regulatory framework and develop harmonised energy policies.
Mobilising Innovative Financing: Recognising the critical need for sustainable funding, the partners will explore innovative solutions to unlock development financing, private capital, and strategic business partnerships. UNDP’s expertise in blended finance will be leveraged to de-risk projects, attract investment, and ensure long-term sustainability of clean energy initiatives, including institutional strengthening and capitalising the Rural Electrification Fund (REF).
Strategic Research and Communication: The collaboration will advance joint research, knowledge generation, and communication efforts to inform policy decisions and build public awareness. Regular, robust data and evidence on sustainable energy progress will ensure targeted, impactful interventions while showcasing successes to build public support for clean energy access and transition initiatives.
This strategic partnership reflects UNDP’s ongoing commitment to supporting state-level development that is inclusive, resilient, and driven by local leadership. The collaboration represents a significant step forward in Nigeria’s efforts to achieve energy security while building a skilled workforce capable of supporting the country’s transition to sustainable development.
The Rural Electrification Agency, established as the government body responsible for electrifying rural and unserved communities, brings its mandate to facilitate access to reliable and affordable electricity for rural households and businesses, stimulating economic growth and improving living standards across Nigeria.
