Eligibility is restricted to local Nigerian organisations, defined as legally organised entities, majority-owned (51% or more), and managed by Nigerian citizens or permanent residents. The agency welcomes applications from organisations new to USAID funding, including faith-based groups.

The application process involves two phases: initial concept submission with oral presentations for shortlisted candidates, followed by detailed proposals from top-ranked applicants. Interested organisations must submit applications by January 24, 2025.

USAID emphasises that applicants must demonstrate a politically neutral humanitarian mandate and commitment to non-discrimination in their operations.
