Police Pension Bill Raises Fresh Questions

A new announcement on retired police officers’ pensions has triggered a bigger question in Nigeria: what happened to the legislation already passed by the National Assembly to change how police pensions are managed?

The Rule of Law and Accountability Advocacy Centre (RULAAC) raised the question on October 5, 2026, after reports that President Bola Ahmed Tinubu had directed an increase in the monthly pensions of retired Nigeria Police officers.

The move is reportedly part of efforts by the Federal Government and the National Pension Commission (PenCom) to address longstanding complaints over police pensions. But instead of simply welcoming the increase, RULAAC is demanding clarity on whether the government’s new approach is replacing a pension reform already approved by lawmakers.

The National Assembly had passed legislation seeking to remove the Nigeria Police Force from the Contributory Pension Scheme (CPS) and establish a dedicated Police Pension Board. The bill was subsequently transmitted to President Tinubu for assent.

Months later, however, retired police officers are still publicly demanding presidential assent to the bill.

That has left RULAAC asking a critical question: Has the President rejected the bill, is it still being considered, or has the Executive chosen another solution without formally explaining what will happen to the legislation?

The issue becomes more significant because retired police officers have reportedly rejected proposals that would keep them under the CPS while simply providing enhanced benefits. Their position has been that the Police should completely exit the scheme.

RULAAC is therefore questioning whether recognised groups representing retired police officers were meaningfully consulted before the latest pension alternative was developed by the Presidency and PenCom.

The organisation wants the government to explain who was consulted, what concerns retirees presented, and how those concerns influenced the proposed arrangement.

Beyond the immediate pension increase, RULAAC says the controversy raises wider concerns about transparency and accountability in the administration of retirement funds. It is asking the Federal Government and PenCom to disclose how the new arrangement will operate, who will manage the funds, what safeguards will prevent abuse, and what independent auditing and oversight mechanisms will protect pensioners.

RULAAC also wants clarity on how serving and retired officers will be protected against delayed payments, arbitrary deductions, administrative failures, mismanagement and corruption.

The organisation stressed that it is not presenting unproven allegations as facts. Rather, it argues that existing public concerns surrounding pension administration make transparency essential whenever government introduces a new arrangement involving the retirement benefits of thousands of police officers.

At the centre of the dispute is therefore more than the size of a monthly pension cheque.

It is about what happens to legislation already passed by Parliament, who decides the future of police pensions, who manages the money and whether retired officers have genuinely been given a voice.

RULAAC is calling on the Presidency, PenCom, the Nigeria Police Force, National Assembly and representatives of retired police officers to engage openly and urgently to resolve the uncertainty.

For the retirees whose livelihoods are directly affected, the unanswered question remains simple but significant: what has become of the Police Pension Board Bill?
