When political leaders, scholars, diplomats and other guests converge on the Sir Ahmadu Bello International Conference Centre in Bauchi for the 5th Goodluck Jonathan Foundation (GJF) Democracy Dialogue, the event will represent more than another high level conversation on Africa’s democratic future.

It will also place Bauchi at the centre of an important national conversation while bringing renewed attention to the state’s history, development and growing profile as a destination for major conferences and investments.
The 2026 dialogue is themed “Beyond Elections: Can Political Parties and the Judiciary Save African Democracy?” A question coming at a particularly important moment for Nigeria, with the 2027 general elections approaching.
The GJF (Goodluck Jonathan Foundation) has positioned its dialogue series as a platform for examining the challenges facing democracy, governance, peace and development across Africa.
From Jonathan’s Foundation To A Continental Conversation
Founded by former President Goodluck Jonathan in 2015, the Goodluck Jonathan Foundation focuses on peace and reconciliation, democratic governance, inclusive governance, economic development, citizens’ rights and national and continental integration.
The foundation’s dialogue series has subsequently brought together prominent African voices to examine issues affecting the continent.
Previous editions have featured speakers such as Bishop Hassan Matthew Kukah, who delivered the 2025 lecture in Accra, Ghana, on “Why Democracies Die”, as well as Professor Olubayi Olubayi and Professor Patrick Lumumba at earlier editions.
The 2026 edition continues that tradition, with Professor Karuti Kanyinga, a research professor at the Institute for Development Studies, University of Nairobi, listed as the keynote speaker. The foundation has confirmed him as the keynote speaker for this year’s dialogue.
A Question For African Democracy
The theme of the 2026 dialogue puts two institutions political parties and the judiciary under the spotlight.
Beyond the conduct of elections themselves, the conversation is expected to examine the institutions and actors that determine how democracy functions between elections.
For Nigeria, the timing is significant.
With the country heading towards another general election in 2027, questions surrounding political parties, electoral credibility, judicial independence, democratic accountability and citizens’ confidence in public institutions are already part of the national conversation.
Former President Goodluck Jonathan has himself continued to advocate reforms aimed at strengthening Nigeria’s electoral and judicial systems and restoring confidence in democratic institutions.
The dialogue therefore arrives at a moment when discussions about the survival and quality of African democracy are particularly relevant.
Why The GJF Chose Bauchi
The decision to take the GJF (Goodluck Jonathan Foundation) Dialogue to Bauchi is significant because it marks the first time the foundation’s flagship dialogue is being held in northern Nigeria.
According to the foundation’s Communications Officer, Wealth Dickson Ominabo, Bauchi was chosen in honour of Sir Abubakar Tafawa Balewa, Nigeria’s first and only Prime Minister.
The choice carries considerable historical weight.
Abubakar Tafawa Balewa, who hailed from Bauchi, remains one of the most recognisable figures in Nigeria’s early political history and is remembered for his statesmanship and commitment to national unity.
His connection to Bauchi gives the dialogue an additional layer of meaning, particularly as participants gather to discuss the future of democracy and leadership on the continent.
Bauchi’s Transformation
Over the past few years, Bauchi has also sought to strengthen its position through infrastructure, urban renewal, tourism and investment initiatives under Governor Bala Mohammed.
One of the most visible symbols of that ambition is the Sir Ahmadu Bello International Conference Centre.
The centre was inaugurated in October 2025 during Bauchi’s first International Investment Summit. Former President Olusegun Obasanjo and Vice President Kashim Shettima were among the dignitaries at the event.
The facility was conceived as more than a conference venue. At its inauguration, Obasanjo described it as a facility capable of helping position Bauchi as a centre for conferences, tourism and investment.
The contractor handling the project said the centre was designed to accommodate about 3,000 people, with the capacity for 10 events to take place simultaneously.
That capacity is now being tested on the international stage as the GJF Dialogue comes to town.
From Investment Summit to Democracy Dialogue
Barely a year after the commissioning of the Sir Ahmadu Bello International Conference Centre (ICC) and the state’s maiden investment summit, the same facility is preparing to host an international gathering focused on democracy and governance.
The transition from an investment-focused summit to a continental democracy dialogue reflects the broader ambition behind the centre: to make Bauchi a venue where major national and international conversations can take place.
The impact of the dialogue is also expected to extend beyond the conference hall. Hotels, transporters, vendors and entertainers are likely to benefit from the influx of guests attending the event, giving local businesses an opportunity to attract increased patronage.

The dialogue also provides an opportunity to draw attention to some of the state’s other development projects.
Among them are the Yankari Game Reserve, the Wunti Square Flyover and road projects connecting the state capital with the headquarters of the state’s emirate councils.

Governance Beyond Elections
The choice of Bauchi also offers an opportunity to reflect on governance beyond elections. The creation of the Sayawa Chiefdom, after decades of agitation and conflict, is one example of the state government’s emphasis on equity, justice and inclusion. These issues are central to the broader question the GJF Dialogue seeks to address: whether African democracy can deliver fairness, representation and accountability beyond election periods.

When History Meets the Future
There is a striking connection between the setting and the subject of this year’s dialogue.
Bauchi carries the historical legacy of Sir Tafawa Balewa, one of the country’s earliest democratic leaders, while the GJF (Goodluck Jonathan Foundation) Dialogue will ask whether contemporary African political institutions are capable of protecting and strengthening democracy.
The question is therefore not simply whether elections will continue to take place.
It is whether political parties, courts, elected leaders and citizens can build institutions strong enough to make democracy meaningful beyond election day.
