The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered two additional fake government agencies in its ongoing investigation into the activities of Adeniyi Matthew Adeyemi, who allegedly presented himself as Director General of the Presidential Foreign Intervention Promotion Council (PFIPC).
ICPC: PFIPC Was Never Legally Created
ICPC Chairman, Dr Musa Adamu Aliyu, disclosed the findings on Thursday after presenting the commission’s interim investigation report to President Bola Ahmed Tinubu at the Presidential Villa in Abuja.
According to Dr. Musa Adamu Aliyu, the investigation found that Adeniyi Matthew Adeyemi was never appointed by the Federal Government and that the PFIPC had no legal basis for its existence.
“Our investigation confirmed that the appointment letter presented by Adeniyi Matthew Adeyemi was forged, while the PFIPC was never legally established by the Federal Government,”Dr. Musa Adamu Aliyu said.
The ICPC chairman said the purported agency went as far as occupying offices and using facilities previously belonging to the former Presidential Economic Advisory Council (PEAC).
He said the facilities were allegedly used to carry out activities involving false representation and impersonation.
Two More Fake Agencies Uncovered
The investigation, according to Dr Musa Adamu Aliyu, also exposed two other purported agencies the FCT Investment Promotion Agency (PIFA) and the Foreign Investment Promotion Agency (PIPA).
He said the two entities were created using forged legislative documents and were subsequently used to open bank accounts for what the commission described as illegal activities.
Aliyu further explained that Adeniyi Matthew Adeyemi initially operated under the name Foreign Investment Promotion Council before changing it to the Foreign Intervention Promotion Council and attempting to expand its activities to include revenue generation.
“Our investigation showed that Adeyemi changed the name of the fake agency from the Foreign Investment Promotion Council to the Foreign Intervention Promotion Council and also tried to expand its activities to include revenue generation,” he said.

No Government Funds Released
Despite the alleged activities of the fake agency, the ICPC chairman said investigators found no evidence that government funds were approved or released to the PFIPC.
He also dismissed concerns that security lapses within the State House or the Central Bank of Nigeria enabled the agency’s operations.
Public Officials Allegedly Involved
Dr Musa Adamu Aliyu said the investigation identified individuals who allegedly collaborated with Adeniyi Matthew Adeyemi from several government institutions.
They include the Office of the Secretary to the Government of the Federation, the Office of the Head of the Civil Service of the Federation, the Office of the Accountant General, the Budget Office and the National Information Technology Development Agency (NITDA).
ICPC Recommends Prosecution
The commission has recommended the prosecution of Adeniyi Matthew Adeyemi, alongside administrative sanctions for public officials found to have assisted the alleged illegal operation.
It also recommended reforms aimed at strengthening internal controls and preventing similar incidents within government institutions.
However, Dr Musa Adamu Aliyu stressed that the report presented to President Tinubu was only an interim report.
He said investigations are still ongoing to establish the full extent of the activities and prepare criminal charges against Adeniyi Matthew Adeyemi and anyone found to have collaborated with him.
President Bola Ahmed Tinubu, according to the ICPC chairman, has taken note of the findings and reaffirmed his administration’s commitment to transparency and accountability.
